Government funded research revealed a shocking 80% of all people who made a complaint against the police to the Independent Police Complaints Commission (IPCC) were dissatisfied or TOTALLY DISSATISFIED with the IPCC investigation
…The word WHITEWASH by the IPCC of police abuses, criminality & misconduct comes to mind having experienced EXACTLY that!
As one of the witnesses interviewed & who gave testimony & evidence for this research by the Criminal Research Dept. of Kings College University on behalf of the Government National Audit Office, I can categorically tell you the reader that the IPCC process is JUST as violating & victimising (and in my case homophobic) as the original police abuses, criminality & homophobic misconduct experienced in the first place.

BBC to look at Gay Suicide in Cornwall (....and failed by giving PR to organisations which have POINT BLANK REFUSED help to LGBT suicide attempt victims in Cornwall...Grrrrr!
According to my sources BBC reporter Sally Mountjoy has recently been making enquiries into the lgbt population of Cornwall on the topic of gay suicide & health care this week 24th Jan 2010. The item featured on Spotlight News.
If it was not so deadly serious it would be funny that ALL the LGBT organisations in Cornwall which have repeatedly told me (and a few slightly less vocal dissatisfied other lgbt persons) to ‘SHUT UP’, excluded & ostracised by the likes of Healthy Gay Cornwall, those of us who have raised concerns about gay suicides in Cornwall, but are now falling over themselves to rush to be seen to be supportive….two faced, back stabbing, sycophantic KAPO!
Why the hell the BBC are talking too Healthy Gay Cornwall when I can tell you ‘Healthy Gay Cornwall’ has POINT BLANK refused to give ANY SUPPORT, ANY ASSISTANCE & completely ignored communications from gay persons who have attempted suicide in Cornwall.
I can tell you ‘Intercom Trust’ has done EXACTLY the same
…and I can tell you police diversity officer PC Steven Cannon of ‘LGBT PACT’ also has done the same! Mind you to my factual knowledge (and others) he can’t be bothered with LGBT victims of multiple hate crime in Cornwall either!
Now all of a sudden it turns out officially Cornwall has the highest level of suicides in the South West and LGBT suicides (& suicide attempts are proportionally higher than within the STR8 population counterparts according to Health studies). Am I supposed to be surprised my having campaigned on this issue for ages and told to SHUT up repeatedly by the likes of Cornwall Police, Intercom Truss, LGBT PACT & Healthy Gay Cornwall?
Now the Health Authority in Cornwall (Definitely NO friend of LGBT people…and I do not have space here to write that particular vile homophobic history of lack of lgbt health care in Cornwall, including regarding HIV/AIDS issues) is waking up to facts some of us LGBT veteran old war horse equality campaigners in Cornwall have been trying to get addressed for YEARS!
One of my dear close lesbian friends recently wrote she was personally aware of six lesbian suicides to the BBC journalist researching this topic. I myself frequently told to SHUT UP by some ignorant & self pink pound profiteering lgbt persons in Cornwall (they know who they are) about the homophobia issues in Cornwall, in particular two gay suicides in Cornwall in August 2008 (least it spoil their profit margin on a gay party in Truro that month). The double tragedy was followed by two more gay male suicides in Cornwall to my knowledge the same year, one of them a friend.
My own attempted suicide as a DIRECT result of Cornwall police homophobic practises & attitudes following years of malicious Cornwall police conduct (The police DID eventually admit in writing two years later that there was (throughout) evidence that an allegation made against me was false), the damage however was done & PC Aaron Piper Diversity officer even went to the trouble of lying to the gay media!
Intercom claimed 'poverty' to be the cause, but at a Coroner’s inquest at one gay suicide in Cornwall, family members GAVE EVIDENCE that homophobia drove the young man to suicide (You should have seen the rubbishing & offensive message that information was given by one Devon & Cornwall police officer on facebook). At another Coroner inquest of a gay suicide in Cornwall, the coroner directed an URGENT review of Cornwall’s services (a case in which Cornwall police had direct involvement shortly before the man killed himself). Ironically Cornwall police sent a letter to the deceased man’s former partner to inform him 20 days after his x-partner had killed himself of Cornwall police intent to prosecute the deceased man.
I have communicated with the x-partners of two of the Cornwall suicide victims. I have communicated with another gay victim in Cornwall, who attempted to take his own life having been victim of violent homophobic assault twice, let down by police & the judicial system in Cornwall. (Well I too factually know that particular problem of judicial homophobia in Cornwall regarding HATE CRIME), and I have my own personal experiences of attempted suicide, driven as a DIRECT RESULT of Cornwall police homophobic attitudes & practises.
LGBT PACT, HEALTHY GAY CORNWALL & INTERCOM TRUST SIMPLY DO NOT WANT TO KNOW where it reflects badly upon their chums misconduct in the homophobic Cornwall police force!

Recently Devon & Cornwall Police were trumpeting that reported homophobic HATE CRIME had dramatically fallen in Devon & Cornwall (Where nearly every single police force in the rest of the UK had reported increased confidence in reporting of gay Hate Crime to police).
Is this Devon & Cornwall Constabulary fall in reported Hate Crime surprising?
NO not really, as to my knowledge Cornwall police ignore reported homophobic hate crimes (especially those involving homophobic prejudice on the part of Cornwall police officers). Hate Crimes are simply not recorded as such by Cornwall police (even if you insist as I have done previously following my vehicles being smashed up on my property and another incident of an attempted extortion against me, which resulted in the police officer Sgt Rowe, of Helston, a blatant HOMOPHOBIC POLICE OFFICER targeting me with vehicle stops, as he recognised me BY HIS OWN ADMISSION as a GAY MAN who had made a complaint).
…AND THAT is the genuine risk faced by LGBT persons in Cornwall who do have the courage to report hate crime or identify themselves as being gay as witnesses to this deeply, deeply homophobic Cornwall police force…you risk becoming a homophobic police target

Cornwall police are STILL the primary HOMOPHOBIC HATE CRIME problem
Fall in reported gay hate crimes in Devon and Cornwall The number of gay hate crimes being reported to police in Devon and Cornwall has fallen by about 30% over the last five years, the force says.
There were 135 crimes reported in the year ending March 2005, compared to 94 during the same period in 2009.
The Intercom Trust in Exeter - which supports local lesbian, gay, bisexual and transgender people - said many cases were still remaining unreported.
Police said they were working to encourage more victims to come forward.
'Negative experiences'
Andy Hunt, from the Intercom Trust, said he often dealt with people who did not feel there was any point in reporting incidents of harassment or discrimination.
He said: "We do work with people to try and encourage them to report things to the police.
"But some people think they won't take it seriously. There is a lack of trust and confidence in the authorities."
Diversity officer Sgt Glynn Currey said the force had come a long way in dealing with such crimes.
But he added that officers understood why victims were reluctant to come forward.
He said: "People will have had negative experiences with us in years gone by, or with another force. We are aware of that.
"We now put in a large amount of effort to ensure people are safe and they can come to us in confidence with their concerns."
The Intercom Trust has been & in particular ANDY HUNT, one of the bodies who REFUSE to listen to gay victims of institutional abuse in Cornwall. We gave up with Intercom...THEY SIMPLY DID NOT WANT TO KNOW about gay abuse carried out by their chums the HOMOPHOBIC Cornwall police!

1. I was asaulted, Cornwall police HELPED the violent DRUNK assailants get into a taxi, then THREATEN to prosecute the other victim if I pursued making a complaint.
2. Inspector MARK BOLT (now of Camborne Police station) in WRITING said that homophobic abuse screamed at me in the street in front of witness(by a loathsome Cornish Harpie fishwife)was NOT HARRASEMENT!
3. Inspector MARK BOLT also stated in WRITING that the spreading of rumour by this women that a gay person had HIV/AIDS (when they could prove they did not!) was NOT HARRASEMENT. The women even made allegation in a police written statement
4. When my elderly 74 year old mother went to the assistance of a gay youth being verbally abused by Cornwall police(PC Alexander & colleague Helston)..the police were verbally abusive to her.
5. When M Pascoe atempted an extortion of a gay man Sgt ROWE from Helston POINT BLANK refused to take a witness statement from a gay male eye witness. His refuysal witnessed by a member of Cornwall Lesbian Outback.
6. Sgt ROWE by his own admission in front of a witness targeted a gay man as he RECOGNISED him as being a gay man who had made a complaint against the police.
7. Theft & criminal damage to property & vehicles....police have not ONCE sent a diversity officer.
8. Numerous reported homophobic hate crime incidents & complaints regarding Cornwall police prejudice & discrimination made visa the Devon & Cornwall Constabulary website are simply ignored by police, even when they are made directly for the attention of CIOS Diversity & the CHief Constable.
9. REGULAR threats of physical violence, abuse & even death threats...NOPE Cornwall police DO NOT WANT TO KNOW! I have NEVER seen a diversity officer, due to the involvement, criminal & homophobic abuse of KNOWN, NAMED & IDENTIFIABLE Cornwall homophobic police scum. I am so angry!
10. Cornwall Police even threaten in writing to prosecute me if I did not destroy the EVIDENCE I had submitted to the Equality & Human Rights Commission Enquiry.
There is something seriously corrupt, rotten & sinister at work within the Devon & Cornwall Constabulary. They have suppressed evidence, intimidated witness, withheld statements from Court in gay cases to my factual knowledge.

Sprocket Trust: Trustee Malcolm Lidbury 20yrs of Gay Equality & HIV/AIDS Campaigning in Cornwall
Born in Barnet Middlesex, 1959, Malcolm was the younger of two sons. He grew up in Potters Bar, Hertfordshire, going to Mount Grace Comprehensive School. He moved to Cornwall in 1977, worked as a herdsman, antique restorer and at Mount Wellington Mine, one of the last working tin mines in Cornwall. He served six months in prison in 1988. He has been married once and divorced.
1989: Lidbury came ‘out’ as a gay man.
1992: In the absence of any gay accessible information in Cornwall he started, published, & was editor of the ‘Independent Cornish Triangle’ a local LGBT newsletter in rural Cornwall, UK with both male & female readership, it had over 1,000 subscribers.

Tim Teeman, former editor of National LGBT Pink Paper (now owned by Gay Times) wrote of Lidbury in 1997 as:- “Malcolm is more than just an effective campaigner. He is also an extremely brave and forthright one. He is the most public face of homosexuality in the region. This is a tough position for anyone to hold. Not only must he face the prejudice of narrow minded heterosexuals, he must also combat fear and ignorance on the part of gays in Cornwall, who would prefer certain matters to remain private and not discussed.”
May 1994: Lidbury organised, in co-operation with others the first ever Gay PRIDE gathering in Cornwall. An evening in support of the London PRIDE Trust. Attended by Teddy Witherington, London Pride Trust Director, Adam Jeanes London Pride Chair, & ‘Yvette’ of Love Muscle. Over 140 LGBT people attended the event at Portreath, as featured in London Boyz magazine.

CORNWALL GAY PRIDE: Through out the 1990’s Cornwall Lesbian Line, Acorn Women’s Group, ICT LGBT Publication, SPROCKET TRUST, Cornwall AIDS Council & GU Clinic organised yearly LGBT Cornwall Pride events (as featured in Gay Times Magazine). There are some “Johnny come lately” who would re-write this aspect of Cornwall’s proud LGBT history.

In 1994 following the brutal Terrence Sweet Murder in Plymouth and a serial killer of gay men at loose in London. Lidbury as editor of the ICT LGBT Cornwall newsletter tried to improve liaison with the Devon & Cornwall Constabulary with a meeting held at Camborne police station. He was informed by Cornwall police gay liaison that police do not cooperate with gay perverts who have sex in public toilets...an interesting police take on the lesbian readership & those gay men who do not cottage?

August 1994: Lidbury’s partner, Andrew Roger Smith was diagnosed with HIV/AIDS. The couple fought a public battle against prejudice and discrimination. Their home subjected to dog excrement attack, graffiti, hate mail and death threats. Local youths even ‘stoned’ Andrew, after he had gone blind as a result of an HIV/AIDS related symptomatic condition.These HATE CRIMES reported to Cornwall police. Cornwall Police reaction, quote

The couple slept with pre-prepared petrol bombs on their window sile, least they needed to defend their home in which Andrew was blind.
1995: The couple won an Ombudsman enquiry & compensation against Kerrier District Council for maladministration for failing to comply with housing benefit regulations to Andrew as a gay person with HIV/AIDS & terminally ill.
1995: Malcolm & Andrew drew up the ‘Sprocket Trust’ deed with Nalder & Son solicitors. A Discretionary Beneficial Trust with two primary objectives.
1. The care of Andrew’s pets after he died 2. Raising Awareness & Combating HOMOPHOBIA & HIV/AIDS prejudice

May 1995: Gay Times Magazine named Lidbury in their 200th celebratory edition as one of the top 200 gay people in Britain for contribution to gay community, equality & HIV/AIDS campaigning and awareness in Cornwall.

Lidbury was trustee of HIV/AIDS Cornwall Aids Council, trustee for the discretionary HIV/AIDS Sprocket Trust and gay men’s voluntary support worker for the Truro City Hospital GU Clinic.
Lidbury organised and ran an LGBT supper group, along with a midweek lgbt social group & a summer weekend tea garden throughout 1993-95.

1995: Lidbury organised the only gay rally in Cornwall on equalising of the age of consent, featured in CH4 television documentary "Age of Dissent". The documentary produced by Will Parry, one of the young men who with Hugh Greenelagh took Britain to the European Courts over the age of consent.
The age of equality of consent came into affect 1st Jan 2001.(Not 2004 as later stated by Judge Rucker in Civil Court proceedings Sept 2006)

Lidbury was the LGBT STONEWALL Equality 2000 representative for the Falmouth/Camborne constituency.
He also became an officiant for secular non religious funerals in Cornwall, in particular of gay men. One funeral he conducted was for a gay victim of assault, 'Richad Perry', who had died after a neighbour had homophobically assaulted the victim. There were several concerning issues around the way in which police handled the investigation of the gay man's death in Cornwall.
April 1996: Malcolm and Andrew publicly contributed taking part visibly in an HIV/AIDS documentary. Made by Westcountry television ‘Days of Judgment’ about HIV/AIDS in the south west of England at a time when it was publicly dangerous to be open with both ones gay sexuality and his partners HIV/AIDS status in Cornwall.
July 1996: Comedian Julian Clary agrees in writing to become patron of the SPROCKET TRUST

Nov 1996: Lidbury invited guest speaker on LGBT issues in a live television studio debate.
Nov 1996: Lidbury received on behalf of two Spanish gay men an apology from the English Tourist Board, WestCountry & Cornish tourist board for homophobic prejudicial breaches of the British tourist board ‘pink’ book of rules.
1996: Lidbury attendeded as an independent delegate at Health Authority conferences in Plymouth & Salisbury and as a result he was instrumental in obtaining the original increase in funding for HIV preventative project for gay men in Cornwall.
20th December 1996: Sprocket Trust founder, Andrew Smith died in his partner MalcolmLidbury's arms. Hundreds attended Andrew’s funeral and all took a solemn oath to combat homophobia & HIV/AIDS prejudice. The fight still continues in Cornwall.

1997: following death of Andrew Roger Smith, Lidbury fought & won posthumously on behalf of his former partner a public apology from Cornwall County Council for adverse treatment, abuse and failure to deliver statutory care to Andrew as an HIV/AIDS sufferer.

Lidbury was a founder member of the Cornwall & Isles of Scillies Health Authority Gay Men’s Health steering group and instrumental in creation of the Cornwall Gay Men’s Health Project in 1997.
Now known as ‘Healthy Gay Cornwall’. Unfortunately Cornwall & Isles of Scilly Health Authority took the attitude ALL gay men were potential criminals and put the Criminal Probation Service in charge of administering the Cornwall Gay Mens Health Project. As a result, this ostracised & excluded many informed gay men from Cornwall’s gay health project, including Mr Lidbury who resigned in disgust.
He (& other gay campaigners) have been subsequently barred from all access to gay health care via the Healthy Gay Cornwall project ever since.
Ironically, Lidbury was personally responsible for writing a damning and widely circulated report on HIV/AIDS:- "Implication for Cornwall".
Lidbury’s report sponsored by the National Gay Business Assoc. The C.A.R.A Trust, The Life Benefits Resource Foundation, Ivan Massow Associates, Gay West Lesbian & Gay Society, Bristol, Body Positive Somerset, The Holistic Therapy Centre Plymouth & The Sprocket HIV/AIDS Trust. Had the report recommendations been followed there may not have been the HIV bubble in St. Ives Cornwall in 2006.
As a direct result of Lidbury’s campaigning in a letter from the then Health Minister Lidbury was informed he had helped secure £50,000/pa for the Gay Men’s Health Project (Healthy Gay Cornwall)
Oct 1997: Lidbury made and won an Advertising Standards Authority complaint against a local business, ‘Trago Mills’. The Trago millionaire owner Mike Robinson had run adverts in local Daily Mail owned Cornish newspapers advocating…
“the castration of gay men”

Oct 1997: Readership of the National LGBT newspaper Pink Paper voted Lidbury as No. 119 of the 500 people who historically had the greatest influence upon gay life in Britain.1997 following further harassment from Cornish authorities Lidbury attempted suicide, he withdrew from active contribution to gay equality and HIV/AIDS campaigning.
The Sprocket Trust with limited resources and escalating vet’s bills, concentrated over the next few years upon the primary objective, the care of Andrew’s pets.
In 2004: the LGBT Intercom Trust asked Lidbury to assist with a forum on Cornwall LGBT community opinion of the Criminal Justice Service as part of research for the Lord Justice Kay award 2005. Following a press release critical of continued homophobic policing in Cornwall, the original location for the lgbt meeting cancelled in part due to the conduct and actions of Helston police officer DC woods (thankfully retired) against Mr Lidbury.

# When a woman spread rumours (T. Tressider) that a gay man had HIV/AIDS (he did not and had to prove it with a letter from the GU Clinic) & screamed homophobic abuse at him in the streets in front of a witness. Her son later confided that his mother conspired with another over a false allegation against a gay man.
Cornwall police Homophobe (Inspector Bolt, previously of Helston) stated in 'writing' this abuse of a gay person was NOT (HOMOPHOBIC) harassment.

Despite Lidbury’s home being raided twice in a 3yr period, vehicles stops & endless homophobic police harassment. No criminal charges resulted against Lidbury for the false allegations made and police Criminal Forensics admitted both in an Independent Police Complaints Commission report & in Civil Crown Court in Sept 2006 there were NO ‘alleged’ illegal images on a computer.
Lidbury's businesses were entirely destroyed by homophobic Cornwall police actions. This homophobic abuse has never been addressed by authorities.

Sept 2006: Over TWO HUNDRED people signed a petition to the Independent Police Complaints Commission. Signatures gathered outside the Eclipse GAY night club in Cornwall. Expressing NO FAITH in the Devon & Cornwall Professional Standards Unit investigations of homophobic incidents involving Cornwall police officers.
In 2006 So grave were concerns amongst informed members of the Cornwall LGBT community regarding homophobic conduct & practises of Cornwall police that a new Lesbian, Gay Bisexual & Transgender Newsletter was launched for Cornwall called 'FAGBUTTS'. Referring to Cornwall being the dog-end of Equality for gay people. The newsletter, edited by Mr Lidbury ran 2006 to 2007.
Leading International Human Rights Campaigner, Mr Peter Tatchell wrote:- "Many thanks for the copy of Fag Butts, received only today(via my human rights fund). Great Stuff! Well done. The issues you raise are really important and I would like to help you get coverage."
However, the homophobic written responce to a LGBT newsletter being published in Cornwall from Devon & Cornwall Constabulary legal advisor was...and I quote 13th July 2006:-
"The Constabulary will not tolerate such publications nor the distribution of such publications and will take robust action against you should such documents be published and distributed in the future"
Prejudice towards gay persons by the Devon & Cornwall Constabulary could not have been made clearer. In 2005 the Home Office produced a report the homophobia was ENDEMIC throughout the UK police forces...in Cornwall, homophobia on the part of police officers seems to be a mandatary requrement to become a Cornwall police officer!

In Civil Court, Judge Rucker homophobically condemned and referred to Lidbury’s 20 year contribution to gay equality in law & HIV/AIDS care treatment & awareness campaigning as ‘Evangelical Proselytising’.
Gay Equality & even Human Rights are treated with utter contempt by authorities in Cornwall
(Cornwall Police denied in court the existence of Mr Lidbury's partner (Diddy) Paul, who was in his twenties and a serving member of the Armed Forces at the time, but lived with Mr Lidbury. Cornwall police seemed incapable of realising that Paul, was Mr Lidbury's partner & Peter, was a tenant of Mrs Lidbury who also lived in the house, but were two different people)
Regarding support & assistance Lidbury, his mother and others had given to 16/17yr old gay/bi youth, the Judge referred to the equal age of consent becoming effective with the Sexual Offences Act 2003 (effective 1st May 2004).
The Judge was of course wrong as the age of equal consent of homosexuals with heterosexuals became effective 1st Jan 2001. Supporting Gay/Bisexual youth where there was a vacum and complete absence of ANY local authority support or assistance to LGBT youth in Cornwall is not a crime. Please someone inform the homophobes in the Cornwall judiciary that homosexuality was de-criminalised over 40yrs ago....even in BACKWARD & INSTITUTIONALLY HOMOPHOBIC Cornwall!
(Peter, aged 19yrs & his landlady (he affectionatly reffered too as 'Grumble Dwarf'). His landlady verbally abused by Cornwall police & deemed 'Grossly Irresponsible' by Judge Rucker for providing Peter with a home when NONE of the Cornish Authorities would help the homeless youth when he was 15yrs old and had been living on the streets of Helston in Cornwall to ALL the authorities in Cornwall's knowledge)
Peter had been taken to Helston police station the week he was found homeless. There Peter was interviewed on tape by PC Fuller regarding allegations made against Peter whilst he was homeless. Mr Lidbury was asked to stand in as a "McKenzie friend". Mr Lidbury established that Helston Police & Social Services were FULLY AWARE , but had done NOTHING in the knowledge Peter was & had been living rough on the streets (at 15yrs old).
Despite the above police reciept for the interview, DC Magnus Scott later denied under oath in Crown Court, not only that Mr Lidbury had taken Peter to the police, but DC Scott also denied the interview took place with PC Fuller and that Cornish authorities (Social Services, Police & Youth Services) were already fully aware of Peter's homeless situation as a child, despite the fact Cornwall Youth Services were providing Peter whilst he was living on the streests with meal vouchers for use in a local cafe.
DC Magnus Scott has lied, suppressed evidence, given disinformation to a Crown Court of law & conducted himself & been assisted by other corrupt police officers & members of police staff, in a way that is blatantly homophobic!
THE JUDGE WAS WRONG & HOMOPHOBIC in the opinion of ALL the many gay persons in the public gallery! Public assistance given to a homeless Cornish gay youth (and by Lidbury's 75yr old pensioner mother, who became the youths landlady ) was described by the Judge as “Grossly Irresponsible”.
Despite the total absence & refusal by the Cornish Authorities to assist the homeless 15yr old child.Cornwall police, Cornwall Social Services, Cornwall youth services & Cornwall education dept. ALL fully aware the 15yr old youth had been living homeless & rough on the streets of Helston for 2 months as a 15yr old child.No action was taken against ANY of the so-called professionals who ALL failed in their 'Duty of Care'.
Cornwall police dishonestly & corruptly suppressed this information, & evidence from court, along with multiple public witness statements.

According to police in Court ALL these members of the puiblic LIED. According to the police their witness, who police aknowledge had Mental Health problems Ms Pascoe & a co-conspiritor Mrs T Tressider (alias M Bryden) (a known homophobe) were telling the truth. So grave is the problem of protected homophobic attitudes & practises within the DEVON & CORNWALL Constabulary.
NB:Following a long campaign, finally in 2009 Ofsted carried out an inspection of Cornwall’s Children’s Services. The report outright condemned Cornwall’s Childrens services in a damning report, forcing resignation of Mr Dean Ashton, Head of Cornwall Children’s Services, who had refused to assist the homeless gay youth.
Cornwall Social Services failed entirely to meet a single objective they set at the youths case conference, adding to the violent abuse he had already suffered in his own family home & homophobic environment of Helston school, plus Jim Walters, a Cornwall Social Worker who attempted to blackmail the gay youth. (This was tape recorded by Mr JC Smith contary to DC Scott's perjury in a court of law)
Mr Lidbury had been asked by members of the public & serving members of the Navy to assist the gay youth.
None of the gay supporters in the public gallery that day, left court without knowledge Institutional Homophobia within both the Cornwall police & the judicial system in Cornwall was a grave problem & sinister problem

In 2006: Lidbury’s 74yr old pensioner mother was verbally abused by Cornwall police (abuser PC Alexander of Helston) when Mrs Lidbury went to give witness assistance to a gay youth being persecuted by police.

The youth Peter was a witness against police for other prior formal complaints of police homophobic conduct made to the IPCC. The youth detained by police in a chapel coffee morning, where he was subjected to a partial strip search, sworn at, and then forcibly taken by police to a retail outlet.The shop staff positively identified the youth WAS NOT the person who had stolen an item. Police failed to give a stop and search form at the time & failed to apologise to the youth or his pensioner landlady, Mrs Lidbury.
At first police tried to obstruct the issueing a 'Stop & Search' form, both at Helston & Camborne police stations. Eventually the reason police gave (later in writing) for targeting the gay youth was... he had ‘Blue Hair’.
Police have subsequently tried to deny 'Blue Hair' was the reason, despite it being in writing from police. However, it remains the opinion of those involved, police deliberately targeted the gay youth as he was a witness in formal IPCC complaint procedures against other Cornwall police officers, namely PC Tar & another abusive officer.
The person who was actually responsible for the theft later detained & prosecuted by police. However there has never been an apology from Cornwall police for the abusive intimidation & treatment by PC Alexander & the other police officer, neither to the innocent gay youth or his pensioner landlady, but that’s the HOMOPHOBIC Cornwall police for you. The Search form signed by Sgt Rowe, an officer who later admitted in front of a witness to targeting Mr Lidbury because he knew Mr Lidbury too be gay.
May 2006: Lidbury along with another gay/bi male were violently assaulted in Helston Cornwall. The other gay/bi male was bottled over the head, and then violently kicked in the head, face chest & stomach by the assailants.
Mr Lidbury shielded the prone victim with his body, preventing attempts by the assailants to stamp on the victims head. The assault witnessed by numerous persons, many of whom were also gay. However when the victim reported to the police it was a ‘homophobic assault’, police told the victim Mr P Lealand to: quote “Shut up, be quiet, you don’t want to say that”.
This police misconduct entirely contrary to the 'True Vision' police policy on dealing with a homophobic incident & CPS (Crown Prosecution Service) policy on homophobic incidents.
The police then allowed the assailants to leave the scene (the police helped assailants into a taxi) despite Mr Lidbury having positively identified the assailants to police
Mr Lidbury took the injured male to hospital for stitches & x-ray. Directly due to the hostile & prejudicial attitude of the police attending the scene, none of the other gay persons witness to the incident felt safe to come forward to Cornwall police.
Mr Lidbury attended voluntarily the following day to the local Helston police station where he was threatened by police if he (Lidbury) pursued making a complaint regarding the incident, they would prosecute the other gay victim.The gay youth previously abused & targeted by police was just one of the several witnesses who did not feel safe to come forward as a witness due to personal experiences of homophobic police in Cornwall.Cornwall police have ALAWAYS refused to identify the homophobic police officers responsible for this abuse.
The police intimidation regarding an alleged (false) rape allegation involving Mr Lealand was most successful in intimidating the victim Mr Lealand into not proceeding against the Helston police officers concerned.
Although Mr Lidbury as victim, won his assault case, he was never informed of the case prior to hearing, because Lidbury had made it quite clear he would ALSO testify against the homophobic attitude & practises of the police officers involved
August 2006: Lidbury was again violently assaulted. The entire assault captured on CCTV. Once again none of the four other gay witnesses present felt confident in involving Cornwall’s well-known & renowned homophobic police force.
Lidbury’s complaint of police misconduct lead to two separate Independent Police Complaints Commission 'partial' investigations 2004/2006 resulting in numerous recommendations being made to Devon & Cornwall Constabulary of needed improvement of public service.
These are some of the FACTS the IPCC DID establish regarding complaint made by a gay person in Cornwall.
NOTHING has been done about these incidents or the catalogue of other Cornwall police abuses highlighted:
IPCC FACT: A Cornwall police officer lied about a (non-existent) signature in a pocket book. Abuser in the company of PC Tar (Camborne)
IPCC FACT: Police failed to provide (withheld) legal court documentation. abuse by PC Tar of Camborne
IPCC FACT: Police failed to return a computer after it had been cleared by police forensics (police kept it for weeks in a lock up garage or similar) abuse by DC Anning
IPCC FACT: Police did make un-logged (not recorded by police) visits to the family home (these were most intimidating to his elderly mother) abuse by PC Tar & another, also DC Crowe & DS Beckerlegge
IPCC FACT: kept a gay person on a computer as a suspect AFTER the case had been NFA'd (no further action) abuse by DC Anning
IPCC FACT: failed to provide food for over 7 hours whilst a suspect was in custody. Abuse by Camborne custody officers
IPCC FACT: failed to inform a gay suspect weeks after a case had been finalised that there was no further actionAbuse by DC Anning again
IPCC FACT: there was no means to follow received mail into Exeter Middlemore police HQ within the internal system of the police headquarters, therefore no quality control on delivery of service
However the IPCC despite the ESTABLISHED above police abuses admit in their report they did not (bother) to interview fourteen witnesses regarding a catalogue of other complaints made!

Devon & Cornwall Constabulary have repeatedly denied to the IPCC that these complaints were made, despite automated responces from the Devon & Cornwall website to the complaints. They remain NOT INVESTIGATED so grave is the widespread corruption within the Devon & Cornwall Constabulary.
2007: Appointment of three new diversity police officers to Cornwall police force was an immediate effect of partially investigated catalogue of complaints made against the Cornwall police by Sprocket Trust trustee Lidbury (and others also whose complaints have NEVER been investigated).

2007: aspects of Lidbury’s gay life were researched as contribution to a London Drill Hall Theatre stage play,‘A gay man’s guide’.
August 2007: Cornwall Police once again arrested Lidbury, just days PRIOR to the Cornwall PRIDE Beach Day. Lidbury was ‘Chair' of the 2007 Cornwall Gay LGBT PRIDE Beach day and the LGBT gathering was put in serious jeopardy of cancellation, contrary to the lies, false & misleading information put out by a Cornwall police diversity officer Aaron Piper in the media.
(Pink Paper article: Cornwall Police lied repeatedly about the impact & affect of the arrest of the Cornwall Pride Beach Day chairperson. Two years later Cornwall police admitted in writing there was evidence that the allegation against the Cornwall Beach Day Pride chair was ....FALSE!)
August 2007: Despite the success of Cornwall Gay PRIDE Beach Day attended by over 100 people, the steering group, comprising of gay men, gay women & gay youth disbanded after the 2007 PRIDE event out of genuine fear of yet further Cornwall police homophobic reprisals.
After months on bail, NO criminal charges, NO criminal prosecution, & NO conviction resulted towards Lidbury. The Cornwall police continued homophobic intent was quite clear to many informed LGBT persons.
During the prolonged period of bail Lidbury attempted suicide due directly to Cornwall police homophobic misconduct & prolonged abuses. Over two years later Cornwall police finally admitted ‘in writing’ that there was evidence that the allegation against Mr Lidbury was indeed… FALSE.
But even this did not deter continued homophobic police harassment. Lidbury was still subjected to repeated vehicle stops & un-logged police visits felt to be intended to harass & continue to violate his life as an 'out' gay man & outspoken equality campaigner.

1. There were several eyewitnesses as to the falsehood of the allegation made against Lidbury
2. There was physical evidence ignored by police
3. There were TEXT messages from the false accuser ADMITTING it was a false allegation!Not for the first time only Lidbury, an 'OUT' gay male, was targeted & arrested by Cornwall police, out of a group of several people all taking part equally in lawful activity.Such is the homophobic practises of Cornwall police.
It is believed the police did not prosecute the false accuser, Jason ‘Jai’ Prior/Issacs, as it would have raised serious issues regarding Cornwall police homophobic attitudes & practises AGAINST gay persons!
(Cornwall Police letter ADMITTING there was evidence that the allegation made by Jai Isacs/Prior against Mr Lidbury was FALSE. This took police two years to admit & had already resulted in Mr Lidbury attempting to take his own life due DIRECTLY to homophobic attitudes & practises of Cornwall Police)
Cornwall Police claimed they could not locate Mr Jason ‘Jai’ Prior/Issacs. (The Devon & Cornwall Constabulary Independent Advisory Group LGBT vice chair, who is NOT a police detective, took just ten minutes to establish whereabouts, email, telephone number & home addresses of Mr Prior/Issacs. Highlighting yet again utter contempt Cornwall police have towards victims of homophobic crime like Mr Lidbury)
In 2007:- Lidbury was subjected to an attempted extortion & blackmail attempt by Mr M Pascoe . This immediately reported to Cornwall police. Cornwall police (Sgt. Rowe of Helston) refused to interview a gay direct eye-witness and dropped the investigation.
Despite fresh complaints reported to various authorities, including the IPCC, these further complaints along with many other previous complaints against Cornwall police have not been investigated!
There is some evidence to suggest Cornwall police themselves (DC Parker) may have instigated the attempted blackmail against Mr Lidbury.
Sgt. Rowe by his own admission in front of a witness later targeted Mr Lidbury, because Rowe recognised Sprocket trustee Lidbury as a gay man who had made complaint against police. Such is the homophobic abuse culture still protected by Chief Constable Stephen OTTER within Cornwall police force in 2010.
Dec 2007: Sprocket Trust trustee, Lidbury was voted 3rd in 'Queerwest' 'Person of Gay Influence in the Southwest'. An online lgbt news publication run by editor Craig Denney.
June 2008:- Lidbury was contacted by the National Audit Office to give witness evidence for an investigation regarding the effectiveness of the Independent Police Complaints Commission.Lidbury had nothing good to say about the police pet poodle, the IPCC. He believes gay people should consider very carefully before making a formal complaint against the police to the IPCC.
"In our personal experience, an already victimised gay person can find themselves further abused & violated by the ineffectiveness and bias of the IPCC towards & in favour of police. Gay people become further intimidated and victimised by police & IPCC. That is our bitter experience". said Lidbury
The UK Government Audit enquiry Mr Lidbury contributed evidence too established that a disgusting 80% of ALL persons who had complaints against police handled by the IPCC were disatisfied or TOTALLY disatisfied with the IPCC.
In June 2008:- Lidbury submitted evidence to a Human Rights Enquiry into institutional breaches of Human Rights.

This the 2nd time Cornwall police had tried intimidation to cover up their abuses by threatening legal action against him for making public, his and other Cornwall gay persons experiences of homophobia carried out by Cornwall police force.
2008:- it was made clear that Mr Lidbury & other gay persons who had made complaint of police homophobic conduct & practises were NOT welcome at a Cornwall 'pride' event 2008, in which Cornwall police were taking a very visible involvement.

2008: There were four known gay male suicides in Cornwall this year. Unfortunately Al Green of HEALTHY GAY CORNWALL has repeatedly ignored & refused to give assistance to gay persons who have attempted to take their own lives in Cornwall. Ignoring letters & emails appealing for help for gay persons so affected!
At the 2008 Coroners inquest of one gay suicide victim, ‘Homophobia in Cornwall’ was given as evidence by one family witness as driving the victim to take his own life. In another Cornwall Gay Suicide Coroners inquest in 2009, in which Cornwall police had direct involvement having arrested the victim prior to him taking his own life, the Coroner has instructed an urgent review of Cornwall’s Services.
Unfortunately, there is a strong attitude amongst SOME in the Cornwall lgbt groups to ignore or worse ostracise gay victims of hate crime & homophobia. A Police Diversity officer PC S Cannon told Lidbury to 'Be Quiet' about police criminality & abuses, stating he (Lidbury) was the ONLY person to complain. The police officer LIED! Year leading up to March 2008:- A request under the Freedom of Information Act revealed that there were over 1,200+ official public complaints made AGAINST Devon & Cornwall Constabulary in that year. The 3rd highest level of complaints of the 43 police forces in the UK. Almost 25% of theses OFFICIAL complaints not investigated, buried or never finalised by the Devon & Cornwall police.
Jan 2009:- Lidbury received a personal letter of thanks from Dame Nuala O'Loan DBE, chair of the British Equality & Human Rights Commission, for Lidbury's written & verbal evidence to the UK governments enquiry into Human Rights in 2008. However NOTHING has been done about the catalogue of abuses carried out by Cornwall police officers!

“BLOODY HELL?” Could the Cornwall Council finally be dragging it’s sorry homophobic arse out of their anti-gay ‘Dark Ages’?
The Daily Telegraph reported on 31st Dec 2009, that Cornwall Council have recommended inclusion of “realistic images of lesbian, gay and bisexual people and the contributions they have made to different aspects of the curriculum”.
Well the VILE HOMOPHOBIC Devon based INTERCOM TRUST will NOT like that!
It might mean including an ‘honest’ & ‘accurate’ history of LGBT people & events in Cornwall. Even that of the ART of world famous Cornish based artist Henry Scott Tuke, Royal Academy, whose internationally respected plein-air paintings of Cornish youth from the turn of the C20th have been condemned by the (anti-Cornish) & HOMOPHOBES of the Devon based Intercom Trust as the highly respected paintings as being ‘Child Pornography’.
Cornwall Council ironically own a considerable number of these ‘Intercom Trust’ condemned ‘Child porn’ paintings’ (Intercom - what a bunch of homophobic idiots). Mind you, what can you expect from Intercom who REFUSED to assist victims of homophobic police Hate Crime in Cornwall & Intercom contributed too institutional abuse of the homeless gay youth by Cornwall police & Cornwall homophobes of Cornwall Social Services, like to my knowledge homophobe Jim Walters (homophobic SCUM).
Following on from the Ofsted damning condemnation of Cornwall Children’s Services last year (2009), just another little victory Pink Pasty helped contribute too!!!
.... & the forced resignation of Dean Ashton (HIP HIP HU-RR-AH!) in 2009 (ASHTON, a homophobe to my personal knowledge along with ALL of the 2005 Cornwall County Council Social Services Committee, who ALL point blank refused to lift a finger to assist a homeless 15yr old gay youth living on the streets of Helston in 2005). Mind you neither would any of the homophobic BASTARDS in the Devon & Cornwall Constabulary, who suppressed, withheld & corruptly buried evidence & information from a Court of Law. (DC Magnus Scott, DC Anning, DC Bob Woods (retired) & seemingly ALL of the CID, have so much to answer for their homophobic attitudes & practices against gay people in Cornwall).
The evidence Pink Pasty supplied to the Commission for Equality & Human Rights has continued to have a trickle down effect in 2009. I may be personally excluded in 2010 from the sycophantic appeaser LGBT groups (like Intercom Trust, LGBT PACT, Cornwall PRIDE & Healthy Gay Cornwall, HGC which was previously run by the probation service, because Cornwall Health Authority considered ALL gay men as being potential criminals, WTF?)
...why these gay groups in Cornwall ‘suck up’, some might say metaphorically ‘rim’ traditional & continuing homophobic organisations & institutions which have ALWAYS abused gay people is utterly beyond me. Unfortunately, in Cornwall there is very much an ‘I’m alright jack attitude within some gay groups & to hell with lesbian & gay victims of institutional Hate Crime’
Oh, but it was nice to have been told I have been officially described as the ‘Elephant in the room’ regarding ‘LGBT Equality & Diversity’ in Cornwall, lol.
If that’s the affect I have being excluded & prejudicially ostracized as a gay person, (by Intercom Trust, LGBT PACT, Cornwall PRIDE & Healthy Gay Cornwall) imagine the impact I might have if I was not excluded & actually allowed to join in, lol
...but I do have the satisfaction that this old gay equality campaigning queen who has been battling against not only Cornwall’s embedded homophobia for 20years, but also those gay people in Cornwall who would ignore & step over any victim of a homophobic assault in order to get to a Pride party. There must have been a reason Gay Times once named me as one of the top 200 gay people in Britain & the readership of the National LGBT Pink Paper voted me one of the 500 gay people who had most influenced LGBT history in Britain
Let’s try to remember Gay PRIDE was a protest against homophobia, not a just a watered down hedonistic party & STONEWALL was a riot against POLICE homophobia, just like the swine I can name & identify in the Devon & Cornwall force and I do include some members of the GPA (Gay Police Association) in this!
…and the list of Cornwall police homophobe conduct keeps growing! If only the Diversity officers were HONEST (shhhhh…. Lizard football club) instead of behaving like KAPO and did not try to cover up by telling gay people to ‘BE QUIET’ about abuses carried out by their police plod mates ...PC Steve Cannon you should NOT have told me to be quiet, because I really don’t like bullies in (or out) of uniform!
Oh and thanks to those who informed me that police were advertising a Cornwall LGBT youth leader job position on a website specifically dedicated to lay-by, dogging & public toilet sex…even this gay equality campaigner thinks that’s a bit twisted & hardly thinks it appropriate, what on earth are CIOS Diversity thinking?
That may well be where most gay male coppers hang out (by recent verbal accounts provided too me) …but it is not where the majority of LGBT people I know seek information & it certainly excludes Lesbians. Is it really an appropriate place ‘a public toilet & dogging website’ for CIOS police to advertise a gay youth leader’s job working with youngsters 13-21 years old?
Ho-hum, little by little we chip away at the homophobes, still so protected within the institutions of Cornwall…the REAL hotbed of truly dangerous protected homophobic attitudes & values in 2010 of course remains the vile Devon & Cornwall Constabulary…but we will get there eventually, (or die in the process, and if I do, please someone make sure the Crown Coroner gets to see ALL my Blog with reference to the catalogue of Cornwall police abuses!).
Despite Chief Constable Stephen Otter turning a blind-eye & continuing to protect the homophobic scum we can, do & have named & identified under his command. When the system fails to protect its citizens & the public from institutional corruption & abuse (Bloody useless & ineffectual IPCC take note) it is down to individual members of the public to make a stance against homophobia.
A reminder for the idiots who think homophobia & HATE CRIME does not exist…just about every single police force (almost with the exception of Devon & Cornwall Constabulary) reported a massive huge increase in reported homophobic hate crime incidents in 2009...whereas the Devon & Cornwall police just ignored them...well they did those I personally know that were reported to police, but ignored!

When homophobic Cornwall police through their prejudice, dishonesty & homophobic motivated corruption push even one individual to the point of attempting to take their own life, (there were FOUR gay male suicides & several other attempted suicides in Cornwall in 2008) it does tend to have a focusing affect upon fighting back against Devon & Cornwall Constabulary’s corruption & homophobic attitudes & values towards gay people.

It's interesting to me that in 2011 journalists, documentary makers & researchers today still refer to the 1997 comprehensive Pink Paper LGBT publication 'Pink List'.
As a result I am still often contacted
The Pink List 500 people were those who have historically most influenced gay life in the United Kingdom, voted by the National readership of the Pink Paper (now owned by Gay Times) .
I was honoured to make that historic list (No.119) sandwiched between Alexander the Great & Marylin Monroe.
