(The truth is…. gay persons who DARE complain about homophobic attitudes & practices of police are EXCLUDED from the simpering & fawning gay groups (like LGBT PACT, Intercom Trust & Pride) these groups eager to isolate gay victims of police abuse due to blatant lies told by the homophobic Devon & Cornwall Constabulary)

Unfortunately the Devon & Cornwall Constabulary statement regarding ‘Respect & Dignity’ is a fallacy, it is ‘smoke & mirrors’, spin, when it comes to their continued abusive & prejudicial treatment of many gay persons.
To my personal knowledge you can expect:-
• Your underwear to be rifled through and waved about in a house search
• Property seized but NOT returned
• Your business to be adversely affected by police dishonesty & corruption
• Witness statements to be ignored if they implicate police criminality & abuse
• Threats & intimidation if you make a formal complaint against police as a gay person
• Physical evidence to be ignored, lost or hidden by police
• Witnesses to be intimidated, mislead or lied to by Cornwall police
• Your complaints received to be denied (even though you have an automated response record of the complaints sent to Devon & Cornwall Constabulary HQ)
• Refusal by police to interview Gay witnesses!!! (Sergeant Rowe again)
The actual list is far, far longer.
The bottom line. Devon & Cornwall police homophobic attitudes & practices towards gay person by dishonest, corrupt & homophobic police officers like those named below are STILL the primary problem regarding HATE CRIME against gay persons & homophobic incidents.

FAQ’s What is an Independent Advisory Group?
It is, quite simply, a group of members of the community who provide independent advice to the police. (Not that the police will take the slightest bit of notice given the way Devon & Cornwall Constabulary are willing to cover up abuses & crimes carried out by named & identified homophobic Cornwall police officers) police officers.
IAG to provide independent involvement and advice to Devon & Cornwall Police on aspects of policing, both in terms of the functions, policies and interaction within the broader community, with an aim of improving the quality of policing services to all communities.
Why independent advice?
We are keen to make sure that we deliver the highest quality police services to all of the communities within the area. (BULLSH*T). (Police CIOS & the Chief Constable have been sent FACTUAL information again & again regarding the homophobic abuses, practises & attitudes of known, named & identified Cornish police officers, which has been ignored again & again by Cornwall police, Cornwall Police Authority & the IPCC)
However, police say they need advice from members of the community to make sure services match the communities’ needs as closely as possible. (Sorry, but that’s a pack of police lies & police spin otherwise something would have been done about the known, named & identified HOMOPHOBIC police officers still operating in Cornwall )
What is an independent advisor?
Independent Advisors may be any members of the community. They need to have an interest in policing and its effects upon their community. We want the members to point out any criticisms (BUT it will not mean police will do anything, since homophobic police officers have been identified again & again in writing & witness statements) they may have but also to be able to offer suggestions about things could be done better. Members’ own experiences, and those of friends and family may put them in a position to advise from experience.
On whose behalf will Independent Advisors provide advice?
Devon & Cornwall police are asking for people who reflect the composition of our communities, not necessarily to represent it. Consultation through representation takes place in other ways. However, we may also ask Advisors to speak with family and friends to seek their opinion, too. Ultimately, the only person an Advisor represents is themselves. However, people from a given community may have a better understanding of the issues affecting its members than someone who is not part of the community.
How often will the groups meet?
We anticipate that all of the members of each group will meet 4 times a year. As well as this, there will be two occasions per year when all IAG members will come together to provide advice on a specific issue at an IAG Conference.

01/09/04 UPDATES FROM STRAND IAG MEETINGS
(Devon & Cornwall Constabulary)
The LGBT Strand queried why the Chief Constable would need to be
consulted on issues regarding the work of the strands, however it
was clarified that this was only due to the overall responsibilities of
this role.
LGBT Strand
The LGBT strand highlighted there were less members from Cornwall in
this group and there had been discussion around the sensitivities of
where transpeople were placed within a gender split for representation
within the group. There was potential for a total of 16 members in this
strand, with good representation geographically and in terms of
members. A request was made for the note-taker to use a laptop
during the morning sessions.

LGBT Independent Advisory Group (Devon & Cornwall Constabulary)
Members received and noted the LGBT IAG minutes dated 23 October 2008 and 8 January 2009. Rhea Brooke reported on the three current standing items being discussed at the LGBT IAG meetings.
Third Party Reporting
Plymouth Pride Forum and the LGBT IAG were developing the work around third party reporting, which would be piloted in Plymouth. The recruitment of statement takers was now taking place and the Force would assist with the training and associated costs. Darren Lockley reported that this was being addressed by the Plymouth SARC (sexual assault referral centre) and he would ensure contact was made with the LGBT IAG shortly.
Phobic reporting - call handling (this is on the D&C website)
It had been acknowledged that there had been recent issues with phobic crimes not being recorded as such by call handlers, due to a lack of understanding. It was anticipated that the revised Equality & Diversity Training would address this issue. (NB:- Pink Pasty note: I know from personal experience Cornwall police IGNORE homophobic crime, in particular where it involves their OWN police officers, like those named below in this blog)
Hate incidents
It was suggested that some of the 17 hate incidents recorded as transphobic could have been homophobic incidents.
Sanction detection rate for homophobic crimes
It was requested that further information (including trend data) be provided to the next meeting around the sanction detection rate for homophobic crimes against
male/female victims.
Hate Crime Reporting - correct use of codes (minute 04/08/32(b))
There had been concern at the previous meeting that the recording of some crimes was not believed to be based on the perception of the victim. It was suggested there was an opportunity for the IAGs to adopt a scrutiny role in staff training. QUEST (a national pilot to improve processes for frontline operational staff) would be an opportunity to address the wider diversity issues and assist frontline staff with how to ask sensitive questions. Barry Marsden to ensure this is reported to the QUEST team.
The bottom line: Devon & Cornwall police have been provided with complaints, facts & witnesses regarding homophobic attitudes & practise of KNOWN, NAMED & IDENTIFIED serving Cornwall police officers…but this information has been ignored, buried & denied repeatedly by Chief Constable Steven Otter’s CORRUPT office!
The purpose of the IAG is so police can ‘say’ they are consulting the public, the reality is this is just another exercise in Devon & Cornwall police lies, smoke & mirrors.
THERE IS NO POLICE ACCOUNTABILITY when police ignore complaints against known, named & identified homophobic Cornwall police officers!
If the police really wanted to do something to improve relations with the LGBT community it is very simple. It’s NOT rocket science!
STOP HARBOURING & PROTECTING THESE KNOWN, NAMED & IDENTIFIED CORNWALL POLICE OFFICERS WHO BY THEIR HOMOPHOBIC PRACTISE & CONDUCT HAVE ABUSED, LIED, TRAUMATISED, INTIMIDATED, DISCRIMINATED & PERSICUTED GAY PERSONS IN CORNWALL.

It is, quite simply, a group of members of the community who provide independent advice to the police. (Not that the police will take the slightest bit of notice given the way Devon & Cornwall Constabulary are willing to cover up abuses & crimes carried out by named & identified homophobic Cornwall police officers) police officers.
IAG to provide independent involvement and advice to Devon & Cornwall Police on aspects of policing, both in terms of the functions, policies and interaction within the broader community, with an aim of improving the quality of policing services to all communities.
Why independent advice?
We are keen to make sure that we deliver the highest quality police services to all of the communities within the area. (BULLSH*T). (Police CIOS & the Chief Constable have been sent FACTUAL information again & again regarding the homophobic abuses, practises & attitudes of known, named & identified Cornish police officers, which has been ignored again & again by Cornwall police, Cornwall Police Authority & the IPCC)
However, police say they need advice from members of the community to make sure services match the communities’ needs as closely as possible. (Sorry, but that’s a pack of police lies & police spin otherwise something would have been done about the known, named & identified HOMOPHOBIC police officers still operating in Cornwall )
What is an independent advisor?
Independent Advisors may be any members of the community. They need to have an interest in policing and its effects upon their community. We want the members to point out any criticisms (BUT it will not mean police will do anything, since homophobic police officers have been identified again & again in writing & witness statements) they may have but also to be able to offer suggestions about things could be done better. Members’ own experiences, and those of friends and family may put them in a position to advise from experience.
On whose behalf will Independent Advisors provide advice?
Devon & Cornwall police are asking for people who reflect the composition of our communities, not necessarily to represent it. Consultation through representation takes place in other ways. However, we may also ask Advisors to speak with family and friends to seek their opinion, too. Ultimately, the only person an Advisor represents is themselves. However, people from a given community may have a better understanding of the issues affecting its members than someone who is not part of the community.
How often will the groups meet?
We anticipate that all of the members of each group will meet 4 times a year. As well as this, there will be two occasions per year when all IAG members will come together to provide advice on a specific issue at an IAG Conference.

01/09/04 UPDATES FROM STRAND IAG MEETINGS
(Devon & Cornwall Constabulary)
The LGBT Strand queried why the Chief Constable would need to be
consulted on issues regarding the work of the strands, however it
was clarified that this was only due to the overall responsibilities of
this role.
LGBT Strand
The LGBT strand highlighted there were less members from Cornwall in
this group and there had been discussion around the sensitivities of
where transpeople were placed within a gender split for representation
within the group. There was potential for a total of 16 members in this
strand, with good representation geographically and in terms of
members. A request was made for the note-taker to use a laptop
during the morning sessions.

LGBT Independent Advisory Group (Devon & Cornwall Constabulary)
Members received and noted the LGBT IAG minutes dated 23 October 2008 and 8 January 2009. Rhea Brooke reported on the three current standing items being discussed at the LGBT IAG meetings.
Third Party Reporting
Plymouth Pride Forum and the LGBT IAG were developing the work around third party reporting, which would be piloted in Plymouth. The recruitment of statement takers was now taking place and the Force would assist with the training and associated costs. Darren Lockley reported that this was being addressed by the Plymouth SARC (sexual assault referral centre) and he would ensure contact was made with the LGBT IAG shortly.
Phobic reporting - call handling (this is on the D&C website)
It had been acknowledged that there had been recent issues with phobic crimes not being recorded as such by call handlers, due to a lack of understanding. It was anticipated that the revised Equality & Diversity Training would address this issue. (NB:- Pink Pasty note: I know from personal experience Cornwall police IGNORE homophobic crime, in particular where it involves their OWN police officers, like those named below in this blog)
Hate incidents
It was suggested that some of the 17 hate incidents recorded as transphobic could have been homophobic incidents.
Sanction detection rate for homophobic crimes
It was requested that further information (including trend data) be provided to the next meeting around the sanction detection rate for homophobic crimes against
male/female victims.
Hate Crime Reporting - correct use of codes (minute 04/08/32(b))
There had been concern at the previous meeting that the recording of some crimes was not believed to be based on the perception of the victim. It was suggested there was an opportunity for the IAGs to adopt a scrutiny role in staff training. QUEST (a national pilot to improve processes for frontline operational staff) would be an opportunity to address the wider diversity issues and assist frontline staff with how to ask sensitive questions. Barry Marsden to ensure this is reported to the QUEST team.
The bottom line: Devon & Cornwall police have been provided with complaints, facts & witnesses regarding homophobic attitudes & practise of KNOWN, NAMED & IDENTIFIED serving Cornwall police officers…but this information has been ignored, buried & denied repeatedly by Chief Constable Steven Otter’s CORRUPT office!
The purpose of the IAG is so police can ‘say’ they are consulting the public, the reality is this is just another exercise in Devon & Cornwall police lies, smoke & mirrors.
THERE IS NO POLICE ACCOUNTABILITY when police ignore complaints against known, named & identified homophobic Cornwall police officers!
If the police really wanted to do something to improve relations with the LGBT community it is very simple. It’s NOT rocket science!
STOP HARBOURING & PROTECTING THESE KNOWN, NAMED & IDENTIFIED CORNWALL POLICE OFFICERS WHO BY THEIR HOMOPHOBIC PRACTISE & CONDUCT HAVE ABUSED, LIED, TRAUMATISED, INTIMIDATED, DISCRIMINATED & PERSICUTED GAY PERSONS IN CORNWALL.

The real hate crime rise!

How real is the hate crime rise?
Is Britain the most hostile country in the Western world? That is the implication from new figures out this month from the OCSE (Organization for Security and Co-operation in Europe) which puts the UK top of a world league table for reported hate crimes with 46,300 logged in 2008. The figure is far beyond those recorded for other countries, but is the picture really that bleak?
Earlier this year the case of Fiona Pilkington, who killed herself and her 18-year-old disabled daughter Francecca after being hounded by local youths in their home at Barwell, Leicestershire, saw their plight described by disability groups as a hate crime.
Neighbour Anne Jones told The Report she had no doubt her old friend was targeted because of her disabled daughter and son.
"It was terrible... It was going on for years because she had a disabled daughter - they picked on her," she said.
But Julie and David Smith, who live a few doors along from Fiona Pilkington, said the same youths harassed and abused many residents in that locality.
Anti-social behaviour
"They didn't just pick on her, they had a go at most of the street," said Mr Smith.
Fiona Pilkington was not the only victim in the street, but was the harassment she suffered a hate crime?
Leicestershire police say some of it was potentially because of prejudice about disability - but not all of it.
It is hard to determine when it crossed the line from anti-social behaviour to something more serious and sinister. Dr Neil Chakraborti, a criminologist at Leicester University said this is often the case.
"I think it is a fine line between anti-social behaviour and a hate crime," he said, adding that it can be difficult to judge when low level abuse and harassment become a hate crime.
So what exactly is a hate crime? It can be anything from verbal abuse, graffiti all the way through to murder, but they are different to other types of offence as Rose Simkins from Stop Hate UK explained.
"A hate crime is any crime or incident motivated by hate and perceived to be this, by an investigating officer, a witness or the victim themselves," she said.
Many in Liverpool's gay community believe trainee policeman James Parkes was targeted because of his homosexuality when he suffered multiple skull fractures after an attack in October.
Homophobic attack?
The most recent figures from Merseyside Police show a 41% increase in homophobic attacks in the city and police are treating the assault as a homophobic crime.
But others we spoke to in Liverpool, claim to know a different version, alleging that Pc Parkes was beaten up after he intervened as an off-duty police officer because the gang had been causing problems with doormen.
If true, this version would turn an iconic hate crime into a still serious but altogether different kind of assault.
Of course it may also be that more hate crime is happening.
Since last year police across the country have been monitoring five different categories of hate crime - race, religion, disability, transgender and sexual orientation.
So what do the figures tell us?
Supt Paul Gianassi from the Association of Chief Police officers told The Report it is hard to determine the level of hate crime because, "some forces collected data before 1 April 2008, some didn't".
Supt Gianassi also said that the situation is made more complex because in the case of an assault the crime would also be recorded under that category. Much of what is labelled as hate crime is low level anti-social behaviour or neighbourly disputes that have escalated and got out of hand.
Neil Chakraborti, a criminologist from Leicester University said classing crimes ranging from abuse to assault as hate offences does have its drawbacks.
Hate can be a narrow definition he explained, adding: "Some crimes are motivated by prejudice and this is a much more expansive notion."
In fact there is no such thing in law as hate. Prosecutors have to prove hostility. The former director of public prosecutions has said this could mean antagonism, meanness or unfriendliness.
But if the victim or a witness believes the crime is motivated by some kind of hatred, it will be recorded as a hate crime.
This may well explain why some police forces are seeing big rises in their recorded crimes and why the UK tops a list of over 50 countries for hate crimes.
Does this mean Britain is more hateful than other nations?
No, and it is up to criminologists like Mr Chakraborti to make sure that politicians and those setting policy have a clear picture of what we do know about hate crime.
Hidden crimes

There is so much about hate crime that we do not know - such as its scale, whether it is increasing and if it really affects victims more than other crimes.
This summer the government launched a massive hate action plan.
It is considering a host of ways to tackle hate crime - like establishing specialist hate crime courts, obliging all public bodies to record and report all hate crimes and incidents - getting schools to report all bullying with hate elements.
While well intentioned we may end up with a picture of the UK that is much more hateful than the reality and may not reduce the levels of this type of crime.

Police punished over anti-gay slurs

TWO police officers have been disciplined after sending homophobic e-mails to colleagues in the Gay Police Association and the force choir, it emerged today.
The officers, based at Leith police station, faced misconduct hearings after the offensive messages were traced back to them.
The pair had used a colleague's computer, which had been left turned on, to send the e-mails without his knowledge, but when the recipients of the slurs complained to force bosses, the culprits were tracked down to the station.
Gay rights campaigners said the incident had to be taken "extremely seriously", and urged senior officers to ensure it was clear that similar behaviour will "never be tolerated".
Police chiefs today confirmed the two officers had undergone disciplinary procedures, but would not reveal how they had been punished.
Christina Stokes, spokeswoman for Stonewall Scotland, said: "A good employer will take incidents like this extremely seriously and make it clear that homophobic behaviour will never be tolerated.
"It's particularly important to do this when Lothian and Borders Police have been working to build bridges with the lesbian, gay, bisexual and transgender community."
A police source said: "These officers took advantage of someone else's computer at the station to send e-mails in their name. They found their system was still on so they could use it.
"They sent messages to staff in the Gay Police Association slagging them off, and the police choir, basically inferring they were gay because of that. They were just nasty attacks.
"When people complained,"Professionals standards traced the messages back to the officer whose computer it was.
"Of course, he knew nothing about it but subsequently they were able to find those responsible.
"There's a lot of ill-will about it because other Leith officers were taken to task by bosses for a previous computer-related incident which was far less serious.
"This was homophobic abuse."
The Gay Police Association works to bring about equal opportunities for gay police employees, and offers advice and support to gay officers.
In June, 70 association members from around the UK participated in uniform for the first time at Scotland's biggest gay pride march in the Capital.
The Lothian and Borders Police choir – which rehearses every Sunday night at police HQ at Fettes – has attracted more than 50 members from constables to chief inspectors, and was the first of its kind in Scotland.
Councillor Iain Whyte, convener of the police board, said: "These officers have been brought before a disciplinary hearing and hopefully an appropriate course of action has followed on from that.
"It's not something that anyone can condone."
A police spokesman confirmed that two officers had been investigated and "undergone disciplinary proceedings following misuse of force computers".
OFFICER'S RACIST E-MAIL JOKE ABOUT OBAMA
A POLICE officer who was disciplined by force chiefs for sending a racist e-mail to colleagues sent a doctored image of US leader Barack Obama's presidential plane, the Evening News can reveal.
The Lothian and Borders officer was hauled in front of a misconduct hearing after being caught sending the picture by force chiefs.
The image featured a photograph of Air Force One with a "new tail number" which had been digitally altered to produce a racist slur about America's first black president.
Police chiefs said the officer, who is understood to based at Drylaw police station, was punished following the incident.
Pink Pasty comment:- These Scottish police officers would probably be welcomed with open arms & a red carpet by the homophobic Devon & Cornwall Constabulary. TWO police officers have been disciplined after sending homophobic e-mails to colleagues in the Gay Police Association and the force choir, it emerged today.
The officers, based at Leith police station, faced misconduct hearings after the offensive messages were traced back to them.
The pair had used a colleague's computer, which had been left turned on, to send the e-mails without his knowledge, but when the recipients of the slurs complained to force bosses, the culprits were tracked down to the station.
Gay rights campaigners said the incident had to be taken "extremely seriously", and urged senior officers to ensure it was clear that similar behaviour will "never be tolerated".
Police chiefs today confirmed the two officers had undergone disciplinary procedures, but would not reveal how they had been punished.
Christina Stokes, spokeswoman for Stonewall Scotland, said: "A good employer will take incidents like this extremely seriously and make it clear that homophobic behaviour will never be tolerated.
"It's particularly important to do this when Lothian and Borders Police have been working to build bridges with the lesbian, gay, bisexual and transgender community."
A police source said: "These officers took advantage of someone else's computer at the station to send e-mails in their name. They found their system was still on so they could use it.
"They sent messages to staff in the Gay Police Association slagging them off, and the police choir, basically inferring they were gay because of that. They were just nasty attacks.
"When people complained,"Professionals standards traced the messages back to the officer whose computer it was.
"Of course, he knew nothing about it but subsequently they were able to find those responsible.
"There's a lot of ill-will about it because other Leith officers were taken to task by bosses for a previous computer-related incident which was far less serious.
"This was homophobic abuse."
The Gay Police Association works to bring about equal opportunities for gay police employees, and offers advice and support to gay officers.
In June, 70 association members from around the UK participated in uniform for the first time at Scotland's biggest gay pride march in the Capital.
The Lothian and Borders Police choir – which rehearses every Sunday night at police HQ at Fettes – has attracted more than 50 members from constables to chief inspectors, and was the first of its kind in Scotland.
Councillor Iain Whyte, convener of the police board, said: "These officers have been brought before a disciplinary hearing and hopefully an appropriate course of action has followed on from that.
"It's not something that anyone can condone."
A police spokesman confirmed that two officers had been investigated and "undergone disciplinary proceedings following misuse of force computers".
OFFICER'S RACIST E-MAIL JOKE ABOUT OBAMA
A POLICE officer who was disciplined by force chiefs for sending a racist e-mail to colleagues sent a doctored image of US leader Barack Obama's presidential plane, the Evening News can reveal.
The Lothian and Borders officer was hauled in front of a misconduct hearing after being caught sending the picture by force chiefs.
The image featured a photograph of Air Force One with a "new tail number" which had been digitally altered to produce a racist slur about America's first black president.
Police chiefs said the officer, who is understood to based at Drylaw police station, was punished following the incident.
Pink Pasty comment:- These Scottish police officers would probably be welcomed with open arms & a red carpet by the homophobic Devon & Cornwall Constabulary. Given my factual knowledge & experience of gross homophobic attitudes & practises protected & harboured within the foul & homophobic Cornwall police force, this sort of thing is more common place than police would like the public to know.
Many gays seem to have forgotten that PRIDE was a Protest & Stonewall was a Riot against homophobic police abuse! Nothing has truly changed within policing attitudes against gay people!

More Young Gay Men Face Death Penalty
Iran is preparing once again to execute young gay men arrested while they were a minor.
Said to be guilty of 'lavat' (i.e. sexual conduct between two men, regardless of penetration), the three teenagers do not yet have dates set for their state-sponsored murders, but according to Human Rights Watch and Iranian Railroad for Queer Refugees it could happen any day with no warning.
They are Mehdi P., from Tabriz; Moshen G., from Shiraz; and Nemat Safavi, from Ardebil and who has been detained for over three years.
Under Iranian law lavat is "punishable by death so long as both the active and passive partners are mature, of sound mind, and have acted of free will" — something that not only conflicts with the boys' age at the time of the alleged 'offenses', but also a gross violation of international law, which forbids, under any circumstance, the executive of juvenile offenders.
In 2008, the Deputy Attorney General of Iran announced that Iranian judicial authorities would ban the juvenile death penalty for non-murder-related offenses, effective immediately, pending parliamentary approval. Iran has signed two international treaties on the protection of children.
Nemat Safavi is part of the list maintained by Amnesty International of minors tried and awaiting execution in Iran. The European Parliament, the UN, and the Iranian Nobel Peace Prize winner Shirin Ebadi have all urged Iran to end juvenile executions.

Cornwall Coroner Suicide Verdict on yet another Gay Man
It is with saddness I report that this week (on Wednesday 4TH Nov) the Coroner in Cornwall reached a verdict of suicide upon yet another gay man.
The 49 yr old man in question was a friend of mine.
I understand in light of certain facts that came to light, that the coroner has asked for a review of the service provision leading up to his death. Both Cornwall mental health services and Cornwall police had DIRECT involvement leading up to him taking his own life.
Cornwall Police just keep helping in piling up the gay corpses!
As a gay man myself I personally have TWICE been DRIVEN to attempted suicide by the DIRECT impact & trauma of HOMOPHOBIC Cornwall police misconduct, attitudes & practises. In my experience and to my factual knowledge can find very little difference between Neo-nazi, BNP attitudes and the majority of Cornwall police I have encountered AGAINST gay people.
I ask the question...just how many more GAY MALE corpses do the HOMOPHOBIC SCUM in Cornwall's institutions & Authority's want?
It is a statement of fact and to my personal knowledge to which I would testify in court, it is police in Cornwall who are the criminal homophobic scum. Something needs to be done about this continued protected police corruption that the Chief Constables office turns a blind eye too".
I personally know of NO GREATER homophobic institution & authority which abuses & violates the lives of gay men more than CORNWALL HOMOPHOBIC POLICE SCUM.

DEVON and Cornwall Police Authority announce new chief executive.
DEVON & Cornwall Police Authority has announced appointment of a new chief executive.
The post at the authority, which governs the police force, had been vacant since August, when former chief executive Graham Davey had been suspended following an unspecified complaint stood down.
In a statement, the authority said complaints "highlighted a deteriorating working relationship" which had been recognised "both by Graham and the authority".
Mr Davey, who worked for the authority for 14 years, said it was "in the best interests of everyone that I step down now and move on to new challenges".
Some Gay victims of Cornwall police abuse and discrimination may may well be delighted at his departure
His replacement, Susan Howl, the current chief executive at Warwickshire Police Authority, would be taking up the post in the New Year.
The new appointment marks a fresh start for the Devon & Cornwall Police authority, and the force, which has been dogged by controversy since the sudden forced resignation of (some might say incompetent) former Chief Constable Maria Wallis in July 2006
"From what I have already seen of the organisation, there is a clear commitment to working with the chief constable and his constabulary to give the best possible policing service to the people of Devon and Cornwall." Susan Howl has been reported in the press
The question for members of minority groups, like gay people, is whether the new Chief Executive of the Devon & Cornwall Police Authority will tackle the known problem of prejudicial & discriminatory attitudes & practices protected within the Devon & Cornwall Constabulary.
Despite numerous complaints sent to the Devon & Cornwall Police Authority, the Chief Constable Steven Otter and CIOS Diversity, these complaints have been denied to the IPCC as never having been received (despite automated police acknowledgements).
The problem of homophobic attitudes & practices within the Devon & Cornwall Constabulary is grave, as police continue to cover up the depth of homophobic attitudes and practices of such disreputable & dishonest police officers as those encountered by gay people in Cornwall, and named & shamed in this blog.
Malcolm Lidbury a gay equality & HIV campaigner for over twenty years said “In Cornwall I know factually and by first hand experience, Cornwall police, despite spin & smoke screens, are as an organisation the primary homophobic institution most likely to abuse and violate the lives of gay persons

Angry Gay Men react to increasing Homophobic Hate Crime
HUDDERSFIELD police officer Mark Carter is an angry man.
Angry because of news about the brutal homophobic attack on Pc James Parkes outside a popular gay bar in Liverpool.
A pack of up to 20 people apparently targeted the 22-year-old because of his sexuality, leaving him with multiple skull fractures, a fractured eye socket and a broken cheekbone.
And Pc Carter is angry because homophobia is still a real risk, years after he joined the police and admitted his sexuality.
As an openly gay policeman and the winner of Mr Gay UK 2006, Pc Carter has also experienced hate crime.
“I was so angry when I read about this horrific attack, it shows that the shadows of homophobia are still there, under the surface of society.”
Pc Carter told people about his sexuality in 2005.
Within a year, he was holding the Mr Gay UK trophy surrounded by supporters, family, friends and fellow police officers and their wives.
“When I held that trophy in the air it was the most amazing feeling, for those few minutes there was just this extraordinary relief. Everyone in that room accepted me”.
Pc Carter said attitudes towards homosexuality are improving but this has not always been the case.
“I have been to many incidents where I have had people just stopping, looking me up and down and shouting, ‘You’re that gay bobby aren’t you?’’’
He attended a domestic violence situation not long after he came out, and was surrounded by a mob as he and a colleague got out of the police car.
“Amidst the cries from the crowds, I could hear the shouts of ‘queer’ and ‘faggot’.
“I didn't want to call for back-up and put other officers in danger because I didn’t like the insults they were throwing at me.
“But deep down I knew it was wrong.”
Yet, during the next job, when he attended the site of a stolen, abandoned car, he was approached by a member of the public who thanked him for publicising the fact he was gay.
“He shook my hand, looked me in the eye and said thank-you, and that meant a lot.”
A couple of years later, while on a train with one of his best friends, he arrested two men hurling homophobic and racist abuse to his fellow passengers.
Even though he was off-duty, he chased after one of them and pinned him down.
“I had been down to Brighton, had a lovely break and then I had to tackle these two idiots.
“One tried to run off so I ran after him. It must have looked pretty ridiculous, there I was sprinting down the platform wearing cut off jeans, a vest and a pair of flip flops.”
Pc Carter said, since he joined the police force five years ago, he had seen people’s attitude to homosexuality change for the better and attacks like the one against Pc Parkes were becoming less and less frequent.
He expressed the importance of educating young people when they are at school and talking to them about sexuality, so they can understand and accept people from all walks of life.
“Times have changed, people’s opinions are moving in a positive direction – these people should pat themselves on the back and encourage others to do the same.
“My thoughts are with the partner and family of my fellow officer Pc Parkes and I am sure the investigating team will be doing all they can to bring his attackers to justice.
“This is about standing up for what is right.”
Another angry gay man standing up for what is right, is Pink Pasty:- Down here in Cornwall in my own factual experience and that to which I would testify in court, it is the vile Cornwall police who are the grossly homophobic scum & are deeply homophobic in their prejudice & discrimination towards gay people, just as anti-gay as any neo-Nazi or member of the BNP. Yes…the police!
…police officer homophobic scum like Sergeant Rowe stationed at Helston, who point blank refused to take a statement from a gay witness to an attempted extortion of another gay man. The same police officer went on to target the gay victim of the attempted extortion, even admitting it was because he recognised the gay man that he proceeded to target him.
That remains the risk for gay people reporting homophobic incidents to police in Cornwall…red neck pseudo BNP homophobes just like Sgt Rowe of Helston. A police officer who still believe queers are a soft target for his brand of intimidation & police abuse of power…but Sgt Rowe is not an isolated case of police abuse of gay persons…the homophobic scum abound within the Cornwall police force
…in 2006 in the evening of the famous Helston Flora day, three police officers attended a violent assault upon two gay/bisexual men…There were numerous other gay witnesses, but none willing to come forward due to the Cornwall police homophobic attitudes. The police actually assisted the blind drunk assailants to get in a taxi to enable them to leave the scene of the assault. The assailants had attempted to STAMP on the head of one of the victims. When one of the victims attempted to give a statement & report the incident the following day to Helston Police station, which is renowned as a hot bed of HOMOPHOBIC police officer scum (and just as likely racists as well) . The police threatened to prosecute the victim who had been beaten to the ground and had to attend hospital. (I know as I was one of the victims assaulted and who attended the police station to gie a statement)
Cornwall HOMOPHOBIC SCUM police have ALAWAYS POINT BLANK REFUSED to identify the three police officers concerned…and have continued to refuse to investigate the complaint.
We are not talking about the odd one or two homophobic scum in the Cornwall police, we are talking about a widespread protected, embedded homophobic attitudes & practices of abuse & intimidation towards gay persons. This is protected right through to the very top, since numerous letters & emails to Chief Constable Steven Otter have been repeatedly ignored as the Chief Constables office covers up the abusive practices of the Cornwall police scum.
Then there is DC woods, now there is a lying homophobe who I have personally had to ask to desist telling homophobic jokes in a public bar and who quite happily went out of his way to deliberately target a gay man. Thank God that he is one homophobe out of the police now. We don not need homophobic scum like Woods in a modern police force.
But let’s not forget PC Tar & colleague who LIED & LIED when deliberately witholding court paperwork from a gay man …and his colleague later lied about a non-existent signature in a pocket book.

These are the sort of protected BNP type homophobic scum in the Cornwall police force right now, today in 2009!
Then there is DC Parker who ignored evidence, dismissed witnesses & failed to follow up on public information following a serious false rape allegation…but the victim of the false allegation was a gay man and is typical of the homophobic prejudice & discrimination within Cornwall’s corrupt & disreputable CID unit based at Camborne.
Perhaps one of the vilest of homophobic Cornwall police officers is DC Magnus Scott, this police officer is almost single handed responsible for this blog being started initially following his perjury & other abuse of gay peoples lives. THIS POLICE OFFICER IS A REAL HOMOPHOBIC SCUM POLICE OFFICER of the very worst type.
The diversity officers are no better PC Steve Cannon blatantly lied in an email trying to bullying a complaintent into being quiet about experience of police homophobia…And another diversity officer PC Arron Piper blatantly lied to the gay press.
The plain fact is the vast majority of Cornwall police officers I have encountered are gross homophobic scum in and in the last five years very little has changed as these named & identified prejudicial & discriminatory filth in uniform are still in positions of power to abuse & violate the lives of gay people without any risk of any thing being done about it…
It is STILL the Cornwall police who are the greatest threat to gay people in violating & abusing their lives..

The recent violent assault upon a young gay trainee policeman in Liverpool has raised the issue of growing Hate Crime & violence committed against gay persons in the United Kingdom. The problem is rising & escalating.

It has also left me with a dilemma…..
Unfortunately, for me, whenever someone refers to HOMOPHOBIC SCUM & HATE CRIME & VIOLENCE against gay persons my first thought, due to experience, IS the HOMOPHOBIC Police!
Much as I have sympathy with the victim in Liverpool as a gay man, of violent homophobic assault, I have NO sympathy towards him as a trainee police officer. The single most likely institutional harm a gay person can encounter is that of homophobic police like that carried out by those I name & shame in this blog. These police ARE homophobic scum which I have personally encountered and would testify in court against.
Whilst Devon & Cornwall Constabulary Chief Constable Steven Otter continues to cover up & protect the HOMOPHOBIC SCUM in the Cornwall police force
...should gay people trust ANY police officer?
I advocate the reporting of homophobic Hate Crime & violent assaults to the police…YES!
But expect them (police) to honestly DO anything…..NO!
But expect Homophobic police repercussions….YES!
I cannot help but feel, due to my bitter experience of such loathsome conduct as I have experienced from KNOWN & IDENTIFIED Cornwall police officers …that gay people who join the police force and are more likely to be like the Jewish Kapo, the ones who assisted the Nazi in the death camps, by brutalising their own people.
Gay people who join the police are in my experience only too willing to turn a blind eye to homophobic attitudes & practises of their police colleagues against gay victims. Embedded and protected police practises of discrimination and persecution against Gay persons like that carried out by the Homophobic Police Scum I name below.
NB:-Cornwall Diversity Officers take note…whilst you ignore the homophobic conduct of your colleagues you ARE equally the homophobic problem!
So I have a dilemma…on one hand sympathy & empathy for a gay man, victim of violent attack by a gang in a brutal homophobic assault….and on the other hand absolutely NO sympathy or empathy towards the same person in their capacity as a trainee police officer
...in the same way I would have no support for a gay person who joins the BNP
...in the same way I would have no support for a gay person who joins a Neo-fascist group
...in the same way I would have no support for a gay person who joins the homophobic police
...for me due to my multiple experiences of abusive homophobic Cornwall police attitudes towards gay persons there is very little difference between BNP attitudes, Neo-Fascist attitudes & that of Cornwall police attitudes… against gays.

I cannot help but feel, due to my bitter experience of such loathsome conduct as I have experienced from KNOWN & IDENTIFIED Cornwall police officers …that gay people who join the police force and are more likely to be like the Jewish Kapo, the ones who assisted the Nazi in the death camps, by brutalising their own people.
Gay people who join the police are in my experience only too willing to turn a blind eye to homophobic attitudes & practises of their police colleagues against gay victims. Embedded and protected police practises of discrimination and persecution against Gay persons like that carried out by the Homophobic Police Scum I name below.
NB:-Cornwall Diversity Officers take note…whilst you ignore the homophobic conduct of your colleagues you ARE equally the homophobic problem!
So I have a dilemma…on one hand sympathy & empathy for a gay man, victim of violent attack by a gang in a brutal homophobic assault….and on the other hand absolutely NO sympathy or empathy towards the same person in their capacity as a trainee police officer
...in the same way I would have no support for a gay person who joins the BNP
...in the same way I would have no support for a gay person who joins a Neo-fascist group
...in the same way I would have no support for a gay person who joins the homophobic police
...for me due to my multiple experiences of abusive homophobic Cornwall police attitudes towards gay persons there is very little difference between BNP attitudes, Neo-Fascist attitudes & that of Cornwall police attitudes… against gays.
The gay part of the Liverpool victim I hope makes a full & speedy recovery
...the trainee police officer part of him can go rot in Hell for all I care.
